Service Connections
Anyone building a new dwelling may need to apply for a piped services connection. This includes wastewater, water supply and stormwater connections. The application should be part of a building consent application.

Connection to Reticulated Wastewater and Stormwater Policy
This policy sets out the conditions and requirements for a property owner to connect to the Council’s urban reticulated wastewater and/or stormwater systems.
It replaces the Connection to Reticulated Services Policy.
Key points are:
- The Council now owns and maintains the lateral between the Council main and private property boundary.
- Where a property has been charged a “half rate” for a period of more than five full rating years the property will be deemed to be disconnected and the Council will not be responsible for maintaining a functioning connection.
- If a property is deemed to be connected - the property owner will not necessarily be required to renew the Council owned portion of the lateral when building a new house. However, if the existing lateral doesn’t meet the property owner’s requirements i.e. is under sized or in the wrong location/ level, the property owner will be responsible for installing a new lateral.
- Where a new connection is required the property owner will be responsible for the full cost of installing the services to connect their property.
- From 1 January 2021, where a new connection is required the property owner must engage a Council approved 3 Waters contractors to undertake the works in the road reserve. Refer to the Approved 3 Waters Contractor Policy for further details regarding this. View our Approved Contractors here.
- Where a new connection is required the property owner shall work with an approved contractor to provide the necessary information required for the Council 3 Waters technical staff to approve the connection. Specifically, this should include a detailed plan showing the location, size and grade of the new connection.
- The property owner is responsible for all blockages or damage occurring to Council infrastructure caused by the occupier.
- If an issue (i.e. a blockage) arises with a lateral, the private property owner is required to undertake a CCTV inspection of the lateral. If the CCTV inspection confirms the fault is in the Council-owned portion of the lateral and not caused the occupier, the Council will cover reasonable costs for undertaking the inspection.
