ePlan and How To Use It
Using the Proposed District Plan ePlan
The Proposed District Plan (decision version) is now available in a new format called ePlan.
ePlan is hosted online and is designed to be easier to use, with improved navigation and search tools for all users. Instead of switching between planning maps and multiple PDFs, ePlan lets you see all the District Plan provisions that apply to a property in one place.

What you can do in ePlan
From the Home Page, you can:
- View the Proposed District Plan
- Browse planning maps
- Search for a specific property address
- See which zones, overlays and rules apply to a property
- Make a submission
Ways to navigate ePlan
There are two ways to navigate the ePlan. These are:
Property Search
Use the search bar to look up a specific address. When you select a property:
- The property boundary will be highlighted on the map
- A property profile appears on the left-hand side of the screen
- The profile shows:
- A description of the property
- All zones and overlays that apply
You may need to scroll to see all relevant layers.
You can:
- Turn map layers on and off using the checkboxes in the property profile, or via the main menu on the right
- Use the map legend to identify different zones and overlays
You can also view only the District Plan chapters that apply to that property by clicking ‘View section’. When viewing these provisions, use the chapter menu to move between chapters.
Tip: Words shown in blue italics are defined terms. Click them to see a pop-up definition.
Read the full Proposed District Plan
If you want to browse the entire Plan, you can:
- Click ‘View full Proposed District Plan’ from a property profile, or
- Return to the home page and select ‘View Proposed District Plan’
The Plan is organised into four parts:
Part 1 – How the Plan works
Explains how to use the Plan, including definitions and a glossary of te reo Māori terms.
Parts 2 and 3 – Plan provisions
Contain all objectives, policies, rules and standards for district-wide matters, zones and overlays.
Part 4 – Appendices
Includes supporting material and technical schedules.
Search, download and share
You can also:
- Use the search bar (top right) to find keywords
- Download sections of the Plan for printing or offline use
- Create bookmarks
- Share direct links to specific sections using the buttons at the top of the screen
