P2P Solution at Gore District Council

A reminder to our suppliers of goods and services that all invoices submitted to Gore District Council must include a valid Purchase Order (PO) number.

As part of our new Procure-to-Pay (P2P) process, Gore District Council is introducing a more streamlined and efficient purchasing and invoice management system.

From late October, all goods and services supplied to Council must be linked to an approved Purchase Order. Council staff will provide a PO number when goods or services are requested and approved. This PO number is your confirmation that the purchase has been authorised and that payment can be processed.

No PO, No Pay

Stage 1 – From late October

• Invoices received without a valid PO number will still be processed for payment.
• However, the invoice will be recorded and referred to the Council staff member who requested the goods or services, as well as their manager.
• During this period, Council staff will provide support, guidance to ensure the correct purchasing process is followed.

Stage 2 – From January 2027

• Invoices received without a valid PO number will be returned to the supplier.
• Payment cannot be processed until a valid PO number is provided.
• This means no payments may occur if invoices are submitted without a PO.

When submitting invoices:

• Include the Purchase Order number clearly on the invoice.
• Ensure the invoice is addressed to Gore District Council.
• Ensure the invoice is emailed to [email protected]
• Where possible, submit one invoice per Purchase Order.

We appreciate your support as we introduce this improved purchasing process. These changes will strengthen financial controls, improve efficiency and help ensure invoices are paid as quickly as possible.
